VETERAN'S EDUCATION UPDATES
Please follow the link below to TEN 43-11, VOW, Hire the Heroes Act of 2011 and the VOW Fact Sheet. Interested veterans are encouraged to complete an application found on the DOL website. Eligibility to receive training will be determined by DOL and the Veterans Administration. The training benefit is being administered by the VA and if a veteran is determined eligible, training can begin on or after July 1, 2012. The work force system’s responsibility is to provide outreach to potentially eligible veterans who seek services at a work source center.
Once a veteran has completed training (including termination), the work source system is required to contact the veteran within thirty days to provide employment services. A process is being discussed with VA on how DOL will be informed about veteran’s completion or termination status. DOL will develop a system to disseminate the information, as well as the contact information for each enrolled veteran to the state and local level.
Department of Defense MOU Update
In March 2011, the Department of Defense (DoD) released rules requiring all higher education institutions that wish to participate in the Military Assistance Program to sign a Memorandum of Understanding (MOU) in order to accept students who are receiving Military Tuition Assistance (TA). TA is available to active duty military personnel, National Guard, and military reserve personnel. It pays up to 100% tuition costs for service members. Qualifying courses and certificate and degree programs may be academic or technical and can be taken from two- or four-year institutions on an installation, in the civilian community, or online. The Oregon Army National Guard has nearly 1,000 soldiers who received TA for Oregon public colleges and universities in FY 2010.
Higher education institutions entered into negotiations with the DoD in the fall and the original December 31, 2011 timeline was extended to March 31, 2012. Due to concerns raised by Congress no final agreement has been reached and DoD has announced that they will continue the TA program as is through summer of 2012 when details of the MOU can be more thoroughly vetted by all interested parties. Only two Oregon community colleges have signed the MOU to date and the remainder are waiting for negotiations to conclude before signing on. ACE Introduces New Web Site to Help Colleges Assist Veterans
The American Council on Education has unveiled a new interactive, online resource for colleges looking to create “veteran friendly” services for military veterans, who are enrolling in greater numbers under the Post-9/11 GI Bill. The new Toolkit for Veteran Friendly Institutions highlights best practices that many institutions already use to assist student veterans—including on-campus centers, counseling services, and faculty training—as well as a searchable database of resources. The site offers tips, for instance, on how colleges should appropriately identify veterans during the application process in order to get an accurate count of how many students have served in the military—and follow up with them as they progress toward their degrees.
